It is not a publication authority, not a replacement for Candidate Packet V2, and not a public trust score. The public `graphHash` uses hash version `2` and identifies the complete canonical redacted public snapshot, not one page. Opaque cursors bind story, packet, and graph hash; stale cursors must be refreshed.
